When you change color in the color site set up, but it doesn't change the color in the site. There is 2 reason why this issue is happen.

1. Cache
   You need to clear the cache in your browser. After you clear the cache refresh the site, the color will automatically change
   
   
2. The color setting is set in the font
   
   
   
   In the image above you will see text color is already red, so when change color in the site site up it will not impact to this text because the color is already set to red.
   To fix it is highlight the text and then click on the "Clear Formatting".
   
   
   
   3. Then the color will change according the color in the site set up.
